📌 స్టాక్ ట్రాన్స్‌ఫర్‌పై జీఎస్టీ వర్తించుతుందా?

ఒకే రాష్ట్రంలోని బ్రాంచీల మధ్య సరుకు తరలింపుకు జీఎస్‌టీ వర్తించదు, ఎందుకంటే అవన్నీ ఒకే జీఎస్‌టీ రిజిస్ట్రేషన్‌ కింద ఉంటాయి. ఇలాంటి తరలింపులకు ఇన్వాయిస్‌ అవసరం లేదు, కానీ డెలివరీ చలాన్తో పాటు ఈ-వే బిల్ తప్పనిసరిగా జారీ చేయాలి.

రెండు వేర్వేరు రాష్ట్రాల్లోని బ్రాంచీల మధ్య స్టాక్ ట్రాన్స్‌ఫర్‌ అయితే, అవి "డిస్టింక్ట్ పర్సన్స్‌"గా పరిగణించబడతాయి. ఈ తరలింపుపై జీఎస్‌టీ వర్తిస్తుంది. ఇక్కడ సరుకు విలువను రెండు విధాలుగా నిర్ణయించవచ్చు:

మార్కెట్ విలువ (Open Market Value) ఆధారంగా.
లేదా గరిష్ఠంగా 90% విలువను చూపించవచ్చు.

ఈ విలువపై చెల్లించిన జీఎస్‌టీని రిసీవింగ్ బ్రాంచీ ఇన్‌పుట్ ట్యాక్స్ క్రెడిట్ (ITC) రూపంలో పొందవచ్చు.

⚠️ అదనపు జాగ్రత్తలు:

ఒకే రాష్ట్రంలో అయినా రెండు వేర్వేరు జీఎస్‌టీ రిజిస్ట్రేషన్లు ఉంటే, స్టాక్ ట్రాన్స్‌ఫర్‌కు జీఎస్‌టీ వర్తిస్తుంది.
రెండు సందర్భాల్లోనూ ఈ-వే బిల్ తప్పనిసరి.
సరఫరా పొందే శాఖ ITC తీసుకునే అర్హత కలిగి ఉంటే, ఇన్వాయిస్‌లో చూపే విలువపై కఠినమైన నియమాలు ఉండవు.

Companies that operate across multiple locations—especially those with branches or showrooms—frequently need to transfer goods from one place to another. This could be from a warehouse to a store or from one branch to another. For example, supermarkets, electronics stores, and mobile retail chains store inventory centrally and dispatch it based on need. This movement is known as a stock transfer.

📌 Is GST Applicable on Stock Transfers?

When goods are moved within the same state between branches under a single GST registration, GST is not applicable. Instead of a tax invoice, such movements must be supported by a delivery challan and a mandatory e-way bill.

When goods are moved between branches in different states, even under the same PAN, GST is applicable, since these branches are treated as distinct persons under GST law.

There are two ways to declare the value for GST calculation:

Based on open market value.
Or declare 90% of the price at which the receiving branch sells the goods to customers.

The receiving branch can claim Input Tax Credit (ITC) on the GST paid.

⚠️ Additional Precautions:

Even within a single state, if there are multiple GST registrations, GST must be paid on stock transfers.
E-way bills are mandatory in both intra-state and inter-state transfers.
If the receiving branch is eligible for full ITC, then invoice value flexibility is permitted.

CEN 01/2025(ALP) - Government of India (Ministry of Railways)

This document announces the recruitment of Assistant Loco Pilots (ALP) by the Railway Recruitment Boards (RRBs).
Important dates include the opening date for online applications (12-04-2025) and the closing date (11-05-2025).
Candidates must apply online only through the official RRB websites and ensure they meet all eligibility criteria before applying.

Important Instructions

Candidates should thoroughly read the CEN before filling the online application.
They must fulfill all prescribed educational and technical qualifications by the closing date.
Selection of RRB is final and cannot be changed later; only one application per candidate is accepted.
Eligibility is provisional based on details furnished in the online application, subject to document verification.
Age limit is 18-30 years as on 01-07-2025, with relaxations as per rules.
Candidates need a valid mobile number and email ID for communication.
Aadhaar authentication is advised for smoother processing.

Application Modification and Shortlisting

Details filled in the 'Create an Account' form cannot be modified once the account is created.
Modification of application details (excluding 'Create an Account' details and chosen RRB) is allowed with a fee of Rs. 250 from 14-05-2025 to 23-05-2025.
Shortlisting for the Second Stage CBT will be done RRB-wise at 15 times the notified vacancies.

Examination Details and General Instructions

There will be negative marking (@1/3rd mark for every wrong answer) in CBT-1 and CBT-2.
Candidates are advised to only refer to official RRB websites for information.
Admission to all stages is provisional, subject to fulfilling eligibility conditions.
Candidates debarred by any RRB/RRC or dismissed from government service should not apply.
Candidates must ensure they have the required technical qualifications by the closing date.
Candidates submitting multiple applications will be rejected and debarred.
Photograph and signature should be as per the standard specifications.
Credentials will be verified at the time of examination and Document Verification.

Name, Date of Birth, and Recruitment Process

Name, father's name, mother's name, and date of birth should match the SSC/SSLC/Matriculation certificate.
Changes in name require a Gazette Notification and valid photo ID.
Detailed recruitment process is provided, and dates will be published on RRB websites.
RRBs may introduce additional CBTs/CBAT/DV, and reschedule exams due to technical issues.

Free Train Travel and Vacancies

Free Sleeper Class Railway Pass is admissible to SC & ST candidates, subject to certificate verification.
Misuse of free travel will lead to rejection of candidature.
Vacancies are provisional and may change, with no refund of examination fees except for CBT-1 attendees in case of cancellation.

Appointment, Posting, and Training

Selection by RRB does not guarantee appointment in the Railways.
Posting is typically within the Zonal Railway or Production Unit of first appointment.
Selected ALPs will undergo training with a stipend.
Selected candidates may be liable for active service in the Railway Engineers' Unit of the Territorial Army.
RRBs can modify/cancel results and delist candidates due to errors or changes in recruitment conditions.
RRBs may share candidate scores with other organizations with consent.
Candidates should apply well before the closing date.

Vacancies and Medical Standards

Vacancies are detailed in Annexure B and may increase or decrease.
Candidates must pass medical fitness tests, including visual acuity standards.
Visual acuity standard A-1 requires distant vision of 6/6, 6/6 without glasses and passing tests for colour vision, etc.

Medical Standards and Nationality

Medical standards are indicative; candidates should refer to the Indian Railway Medical Manual.
Candidates who have undergone Lasik surgery are not eligible for the post of ALP.
Failure to meet medical standards will result in non-empanelment and no alternative appointment.
Candidates have an option for medical appeal, with the appeal result being final.
A candidate must be a citizen of India, Nepal, Bhutan, or a Tibetan refugee who came to India before 01.01.1962.

Age Limits and Relaxations

Age limit is 18 to 30 years as of 01-07-2025.
Age relaxations are provided for various categories, including SC/ST, OBC, Ex-servicemen, and Railway staff.
Date of birth should match the Matriculation/SSLC/10th class certificate.

Essential Qualifications and Examination Fee

Essential qualifications are listed in Annexure-A, and candidates must possess them by the application deadline.
Those awaiting results should not apply.
Examination fee is Rs 500 for general candidates and Rs 250 for SC/ST/Ex-Servicemen/Female/Minorities/EBC, with refunds for attending CBT-1.

Fee Payment and Minority Declaration

Fee payment is accepted online only through internet banking, debit/credit cards, or UPI.
Applications without the prescribed fee will be rejected.
Minorities include Muslims, Christians, Sikhs, Buddhists, Jains, and Zoroastrians (Parsis).
Minority candidates claiming fee waiver must furnish an affidavit at the time of DV.

Economically Backward Class (EBC) and Fee Refund

EBC candidates must have an annual family income less than Rs. 50,000 and provide a valid Income Certificate.
EBC and EWS are distinct categories, with EBC only entitled to fee concession, not job reservation.
Candidates must provide correct bank details for the refundable portion of the examination fee.
There will be no refund for wrong/incomplete beneficiary details.

Vertical Reservation

Provides for vertical reservation for EWS, SC, ST, and OBC-NCL as per extant rules.
Candidates from Bihar belonging to LOHAR/LOHARA/LOHRA caste should submit the latest caste certificate issued after 01.04.2023.
Candidates applying under EWS must have an Income and Asset Certificate as on closing date of application submission.

Horizontal Reservation and Ex-Servicemen

Provides for horizontal reservation for Ex-Servicemen (ExSM) irrespective of their social community.
ExSM candidates can apply against unreserved vacancies.
The definition of Ex-Serviceman includes those released from service after completing a specific period of engagement.

Ex-Servicemen Continued and No Objection Certificate (NOC)

Serving armed forces personnel can apply one year before completing their engagement.
They must submit an "Employment certificate with probable date of discharge from service".
Ex-Servicemen already in civil employment can only avail age relaxation.
Candidates serving in government departments must produce an NOC from their employer at the time of DV.

Recruitment Process Overview

The recruitment process includes First Stage CBT (CBT-1), Second Stage CBT (CBT-2), Computer Based Aptitude Test (CBAT), Document Verification (DV), and Medical Examination (ME).
A candidate can apply to only one RRB and submit only ONE online application.
Request for postponement of any stage or change of venue will not be entertained.

First Stage CBT (CBT-1)

CBT-1 is a screening exam for shortlisting candidates for CBT-2 based on normalized marks and merit.
The marks of CBT-1 shall not be counted while preparing the final panel. -Duration: 60 minutes, Number of questions: 75, Maximum marks: 75, negative marking @1/3rd marks for each wrong answer.
Minimum pass percentage: UR & EWS - 40%, OBC (NCL) - 30%, SC - 30%, ST - 25%.
Syllabus includes Mathematics, Mental Ability, General Science, and General Awareness.

Second Stage CBT (CBT-2)

Shortlisting for CBT-2 is done RRB-wise and community-wise based on CBT-1 marks.
Total candidates shortlisted for CBT-2 shall be limited to 15 times the number of vacancies.
The final panels for ALP will be prepared only on the basis of marks and merit of candidates in CBT-2 & CBAT.

CBT-2 Structure and Syllabus

CBT-2 comprises Part-A (90 minutes, 100 questions) and Part-B (60 minutes, 75 questions).
Negative marking is @1/3rd marks for each wrong answer.
Only marks scored in Part-A are counted for shortlisting, provided the candidate secures qualifying marks (35%) in Part-B.
Syllabus for Part-A includes Mathematics, General Intelligence and Reasoning, and Basic Science and Engineering.
Part-B is a qualifying test with questions from trade syllabi prescribed by the Directorate General of Training (DGT).

Part B (Qualifying Test) of CBT-2 and CBAT

Candidates with ITI/Trade Apprenticeship qualification will be required to appear in the section having questions from their trade.
Degree, Diploma candidates have to select one trade from the list of trades listed against their engineering discipline.
Candidates equal to 8 times the number of ALP vacancies shall be shortlisted for CBAT on the basis of their marks in Part-A of CBT-2.

Computer Based Aptitude Test (CBAT) and Document Verification (DV)

Shortlisted candidates must produce their Vision Certificate in the prescribed format during the CBAT.
It is mandatory to clear each test battery/section of CBAT separately to qualify.
All candidates must secure a minimum T-score of 42 marks in each test battery separately to qualify in the CBAT.
70% weightage for marks obtained in Part-A of CBT-2 and 30% weightage for score obtained in the CBAT for merit list.
Candidates equal to the number of vacancies will be shortlisted for Document Verification.

DV and Application Process

Appointment is subject to passing the Medical Fitness Test and verification of documents and antecedents.
Railway zone/Production unit will be allotted as per option, merit, medical standard, and vacancy.
The onus of proving the validity of the information submitted in the ONLINE application with original documents, will lie on the candidates.

How to Apply

Candidates must read all instructions carefully before filling the online application.
Only one RRB can be chosen, and only one online application is allowed.
If an account has been created for any Indian Railways CEN of 2024, the same credentials should be used.
Candidates must have an active personal mobile number and a valid email ID for OTPs.
Aadhaar authentication is advised for a smoother process.

Application Details and Scanned Documents

Details filled in the 'Create an Account' form cannot be modified.
After submission of the online application, modifications are allowed with a fee of Rs. 250.
Mandatory scanned documents include a standard photograph (50-150 KB), signature (30-49 KB), and SC/ST certificate (if applicable, below 400 KB).

Photograph and Signature Specifications

Photograph should be a color Indian passport size with a plain white background, non-white dress, and clear front view.
Signature should be on white paper with a black ink pen, in running letters, and not in block/capital letters.

Submitting Applications and Official RRB Websites

Candidates can use Common Services Centres for online application submission.
Candidates are advised to visit official RRB websites for authentic information and regular updates.
List of official RRB websites are provided.

Mobile and Email and Medium of Examination

Candidates must keep their registered mobile number and email ID active throughout the recruitment process.
RRBs will not entertain any request for change of mobile number and e-mail address at any stage.
Candidates must remember their Registration Number.
Questions for CBT-1 and CBT-2 will be available in English, Hindi, and 13 regional Indian languages; CBAT will be in English and Hindi only.

Payment and Modification of Application

After application submission, candidates will be directed to opt for the mode of payment of examination fee and complete the payment process.
Acceptance of online application submission will happen only after receiving confirmation of fee payment.
After the final submission of the online application with requisite fee, a candidate wishes to further modify, change or correct any detail except 12 details filled in ‘Create an Account’ form (including mobile number and Email ID) and Chosen RRB, he/she may do so by paying a modification fee of Rs. 250/-.
The modification window will remain open from 14-05-2025 to 23-05-2025.

Invalid Applications/Rejections

Online applications will be liable for rejection on the following grounds amongst others.
Multiple applications to different RRBs or same RRB will be summarily rejected and such candidates will be debarred from all future RRB and RRC exams.
Invalid Photograph (i.e., not as per prescribed Specifications), invalid Signature (i.e., not as per prescribed specifications).
Candidate's name appearing in the Debarred List of any RRB/RRC.
Rejected Applications: Details of rejected applications can be viewed on the website of the RRB concerned by logging in.

Instructions Related to E-Call letter

Information and details regarding the CBT schedules and link for downloading the E-call letters will be given on the official websites of the RRBs.
Eligible candidates can download their e-call letter for the CBT / CBAT from the official RRB websites, about 4 (four) days before the date of CBT / CBAT.
In case of SC & ST candidates who are eligible for free train travel, their e-call letter itself will contain the free travel authority.

Unfair Practices and Certificates

Any candidate found resorting to unfair means for any kind during any stage of recruitment process will be debarred from appointment in the railways.
Biometric details of candidates will be recorded at every stage of the recruitment process.
All certificates should be either in English or Hindi only.

Miscellaneous and Abbreviations

The decision of RRBs in all matters relating to eligibility, acceptance or rejection of ONLINE applications, issue of free rail passes, penal action for false information, modification of vacancies, mode of selection, conduct of CBT, allotment of examination centres, selection, etc., will be final and binding on the candidates.
RRBs will not be responsible for any inadvertent/typographical errors and reserves the right to correct such errors.

Annexure A: Post-wise Parameters

Outlines the minimum educational qualifications required for the Assistant Loco Pilot position.
