A significant number of unfilled seats in Engineering and Post-Graduate (PG) courses across government educational institutions is a cause for concern. Vacancy rates are high: 21% in Engineering, 28% in MBA and MCA, 51% in M.Tech and M.Pharmacy, and 67% in general PG courses after the first counselling phase. Even after conducting three rounds of counselling for Engineering, 1,764 seats out of a total of 7,289 (24%) remain vacant. The main reasons for these vacancies include students abandoning seats for better opportunities elsewhere and a lack of demand for certain branches, with interest concentrated mostly on Computer Science Engineering (CSE), Electronics and Communication Engineering (ECE), and IT.

In MBA and MCA courses, 979 seats (28%) out of 3,540 were not filled. Notably, general PG courses like MA, M.Com, and M.Sc. saw 67% of seats remaining vacant after the first phase of counselling. This lack of interest is attributed to minimal changes in PG course curriculum and a perceived lack of job security after graduation.
To fill these remaining seats, government universities and colleges are requesting permission to conduct spot admissions based on merit. The Higher Education Council submitted a proposal to the government, arguing that allowing more students would increase operational funds, as teaching expenditure remains the same regardless of class size. However, the Higher Education Department rejected this proposal, stating that allowing spot admissions could tarnish the reputation of the universities and compromise the quality of the courses.
