బీసీ వర్గాల అభ్యున్నతికి ప్రాధాన్యత ఇస్తున్న కూటమి ప్రభుత్వం, బీసీ కార్పొరేషన్ ద్వారా రాయితీ రుణాలు అందిస్తోంది. ఈ రుణాలకు ఆన్లైన్ ద్వారా దరఖాస్తు చేసుకునే సౌకర్యం కల్పించింది. దరఖాస్తు చేసుకునేందుకు రేషన్ కార్డు, ఆదాయ ధ్రువీకరణ, కుల ధ్రువీకరణ పత్రాలు అవసరం. దరఖాస్తు చేసిన తర్వాత సంబంధిత మండల పరిషత్ డెవలప్‌మెంట్ అధికారి కార్యాలయాన్ని సంప్రదించాలి.

బీసీ వర్గాల అభివృద్ధి
టీడీపీకు మద్దతుగా నిలిచిన బీసీ వర్గాలను ఆర్థికంగా అభివృద్ధి చేసేందుకు కూటమి ప్రభుత్వం యాక్షన్ ప్లాన్ రూపొందించింది. గత ప్రభుత్వ హయాంలో రాయితీ రుణాలు అందకపోవడంతో అనేక వర్గాలు స్వయం ఉపాధి అవకాశాలను కోల్పోయాయి. ఇప్పుడు సామాజికవర్గాల వారీగా కార్పొరేషన్లు ఏర్పాటు చేసి ఆర్థిక చేయూత అందిస్తోంది. వెనుకబడిన తరగతులవారికి, అగ్రవర్ణాల పేదలకూ బీసీ కార్పొరేషన్ ఆధ్వర్యంలో స్వయం ఉపాధి అవకాశాలు కల్పిస్తోంది.

రాయితీ రుణాల ప్రణాళిక
బీసీ కార్పొరేషన్ ద్వారా తొలి విడతలో రూ.25.6 కోట్ల విలువైన యూనిట్లను సబ్సిడీ రుణాలుగా అందించేందుకు ప్రణాళిక రూపొందించారు. నిరుద్యోగ యువత స్వయం ఉపాధి పొందేందుకు ఈ సబ్సిడీ రుణాలు ఉపయుక్తంగా ఉంటాయని ప్రభుత్వం విశ్వసిస్తోంది.

మూడు శ్లాబుల్లో రుణాలు
రాయితీ రుణాలను మూడు శ్లాబ్‌లుగా కేటాయించారు:

  1. మొదటి శ్లాబ్: యూనిట్ విలువ రూ.2 లక్షల లోపు. సబ్సిడీ: రూ.75,000.
  2. రెండో శ్లాబ్: యూనిట్ విలువ రూ.2 లక్షల నుండి రూ.3 లక్షల వరకు. సబ్సిడీ: రూ.1.25 లక్షలు.
  3. మూడో శ్లాబ్: యూనిట్ విలువ రూ.3 లక్షల నుండి రూ.5 లక్షల వరకు. సబ్సిడీ: రూ.2 లక్షలు.

ప్రత్యేక వర్గాల కోసం రుణాలు

  • డీ-ఫార్మసీ, బీ-ఫార్మసీ పూర్తిచేసిన నిరుద్యోగ యువతకు జనరిక్ మందుల దుకాణాలు ఏర్పాటు చేసుకునేందుకు రుణాలు అందిస్తారు.
    • ఒక్క యూనిట్‌కు రూ.8 లక్షల రుణం అవసరం.
    • ఇందులో రూ.4 లక్షలు బ్యాంక్ రుణం. మిగిలిన 50% (రూ.4 లక్షలు) సబ్సిడీగా అందిస్తారు.

అగ్రవర్ణ పేదల (ఈబీసీలు) కోసం పథకాలు
కమ్మ, రెడ్డి, బ్రాహ్మణ, క్షత్రియ, ఆర్యవైశ్య వర్గాలకు కూడా స్వయం ఉపాధి పథకాలు అందుబాటులో ఉన్నాయి. వీరికి కూడా 50% సబ్సిడీ అందిస్తున్నారు.

పథకం అర్హతలు

  • వయస్సు: 21 నుండి 60 సంవత్సరాలు.
  • ప్రతి ఇంటి నుండి ఒక వ్యాపారవేత్తను తయారు చేయాలని లక్ష్యం.

నిధుల కేటాయింపు

  • రాష్ట్ర బడ్జెట్‌లో బీసీలకు: రూ.39,007 కోట్లు.
  • స్వయం ఉపాధి పథకాల కింద: రూ.1,977.53 కోట్లు.
    • ప్రభుత్వ సబ్సిడీ: రూ.1,046.76 కోట్లు.
    • బ్యాంకు రుణం: రూ.778.42 కోట్లు.
    • లబ్ధిదారుల వాటా: రూ.22.96 కోట్లు.

లక్ష్యం

  • మొత్తం 1,33,849 లబ్ధిదారులకు సబ్సిడీ రుణాలు అందించేందుకు ప్రయత్నాలు జరుగుతున్నాయి.
  • బడుగు, బలహీన వర్గాల సామాజిక, ఆర్థిక, రాజకీయ అభివృద్ధి కోసం ఎన్డీయే ప్రభుత్వం బీసీలకు ప్రత్యేక ప్రాధాన్యత ఇస్తోంది.

నిర్ధేశిత మార్గం
రాజకీయాలకు అతీతంగా అర్హులైన ప్రతి ఒక్కరికీ రాయితీ రుణాలు అందించాలనే నిబద్ధతతో ప్రభుత్వం పని చేస్తోంది.

Amaravati, Andhra Prabha:
The coalition government, prioritizing the upliftment of backward classes (BCs), is providing subsidized loans through the BC Corporation. Applicants can apply online using their ration card, income certificate, and caste certificate. After applying, they must consult the Mandal Parishad Development Officer (MPDO) at their respective mandal office.

Development of BC Communities

The coalition government has devised an action plan to economically empower the BCs, who have long supported the TDP. During the previous administration, BCs faced challenges in obtaining subsidized loans, distancing them from self-employment opportunities. To address this, the state government has established corporations for various social groups to provide financial aid and promote self-employment.

Subsidy Loan Plans

In the first phase, the BC Corporation has decided to distribute units worth ₹25.6 crore as subsidized loans. These loans are aimed at helping unemployed youth achieve self-employment. District-wise applications are being invited as part of this initiative.

Loans in Three Slabs

The government has categorized subsidized loans into three slabs:

  1. First Slab: Unit value up to ₹2 lakh. Subsidy: ₹75,000.
  2. Second Slab: Unit value between ₹2 lakh and ₹3 lakh. Subsidy: ₹1.25 lakh.
  3. Third Slab: Unit value between ₹3 lakh and ₹5 lakh. Subsidy: ₹2 lakh.

Special Loans for Specific Groups

  • Pharmacy Graduates:
    Unemployed youth who have completed D-Pharmacy or B-Pharmacy courses can receive loans to set up generic medical stores.

    • Unit cost: ₹8 lakh.
    • ₹4 lakh as a bank loan and ₹4 lakh (50%) as a subsidy.

  • For EBCs (Economically Backward Classes):
    Upper-caste poor, including Kamma, Reddy, Brahmin, Kshatriya, and Arya Vysya communities, are also eligible for self-employment schemes with 50% government subsidy.

Eligibility for the Scheme

  • Age Limit: 21 to 60 years.
  • The government aims to nurture one entrepreneur from every household.

Fund Allocation

  • State Budget Allocation for BCs: ₹39,007 crore.
  • Self-Employment Schemes Allocation: ₹1,977.53 crore.
    • Government Subsidy: ₹1,046.76 crore.
    • Bank Loans: ₹778.42 crore.
    • Beneficiary Contribution: ₹22.96 crore.

Goals

The government aims to benefit 1,33,849 individuals through these subsidized loans. By prioritizing social, economic, and political development of backward and weaker sections, the NDA government is focusing on BC welfare.

The coalition government, under Chief Minister Chandrababu Naidu, is working to promote MSMEs and establish units through the BC Corporation.
