• యూనిట్ వ్యయంలో 50% రాయితీ, మిగతా మొత్తం బ్యాంకు రుణం – బీసీ, ఈడబ్ల్యూఎస్ స్వయం ఉపాధి రుణాలకు ప్రభుత్వం మార్గదర్శకాలు
ఈనాడు, అమరావతి: వెనుకబడిన తరగతులు, ఆర్థికంగా బలహీన వర్గాల్లో పేదరికాన్ని తొలగించే ఉద్దేశంతో రాష్ట్ర ప్రభుత్వం కీలక నిర్ణయం తీసుకుంది. ఈ వర్గాలలోని పేదలకు స్వయం ఉపాధి రాయితీ రుణాల మంజూరు ప్రక్రియను మరింత సులభతరం మరియు వేగవంతం చేసింది.
2024-25 సంవత్సరానికి బీసీలకు రూ.896 కోట్లు, ఈడబ్ల్యూఎస్ వర్గాలకు రూ.384 కోట్లు బడ్జెట్ కేటాయించింది. జిల్లాల వారీగా ఈ నిధుల వ్యయానికి లక్ష్యాన్ని నిర్దేశించారు. పథకం అమలుకు మార్గదర్శకాలు పంపిన ఉన్నతాధికారులు వారం రోజుల్లో అర్హుల నుంచి దరఖాస్తులు స్వీకరించడానికి సిద్ధంగా ఉండాలని ఆదేశాలిచ్చారు. మొత్తం 1.30 లక్షల మంది బీసీలు, 59 వేల మంది ఈడబ్ల్యూఎస్ వర్గాలకు రాయితీ రుణాలు అందే అవకాశం ఉంది.
**లబ్ధిదారు పైసా పెట్టక్కర్లేదు**
గతంలో, రాయితీ రుణాల మంజూరీలో ఎంపికైన వారికి 'లబ్ధిదారు వాటా' కింద కొంత మొత్తం పెట్టుబడిగా పెట్టాల్సి ఉండేది. ఆ తర్వాత కొంత రాయితీ ప్రభుత్వానికి, మరికొంత బ్యాంకు రుణంగా ఉండేది. తాజా మార్గదర్శకాల్లో ఈ 'లబ్ధిదారు వాటా' తొలగించబడింది. యూనిట్ వ్యవస్థాపక వ్యయంలో ప్రభుత్వ రాయితీ 50% మొత్తం అందించి, మిగతా మొత్తాన్ని బ్యాంకు రుణంగా ఇచ్చే పద్ధతిని అవలంభించారు.
ఈ దఫా పథకాన్ని పక్కాగా అమలుచేయడానికి యూనిట్లను జియోట్యాగ్ చేయనున్నారు. గ్రౌండింగ్ పరిస్థితులు చక్కగా అమలు అవుతాయి లేదా లేనిదీ పర్యవేక్షించేందుకు జిల్లా స్థాయిలో తనిఖీ బృందాలను నియమించనున్నారు.
**దరఖాస్తుల స్వీకరణకు ప్రత్యేక వెబ్ పోర్టల్**
స్వయం ఉపాధి రాయితీ రుణ పథకాలకు అర్హుల నుంచి దరఖాస్తుల స్వీకరణ కోసం ప్రభుత్వం "బెనిఫిషరీ మానిటరింగ్ అండ్ మేనేజ్మెంట్ సిస్టమ్" (ఓబీఎంఎంఎస్) అనే వెబ్ పోర్టల్ ను రూపొందించింది. దీనిద్వారా గ్రామ, వార్డు సచివాలయాల్లో దరఖాస్తులు స్వీకరిస్తారు. ఆన్లైన్లో కూడా సొంతంగా దరఖాస్తు చేయవచ్చు. లబ్ధిదారుల ఎంపిక బాధ్యత ఎంపీడీవో/ మునిసిపల్ కమిషనర్లకు అప్పగించారు.
**రాయితీ సొమ్ము బ్యాంకులకు జమ**
ఎంపికైన లబ్ధిదారుల రాయితీ మొత్తాన్ని ప్రభుత్వం సంబంధిత బ్యాంకులకు జమ చేస్తుంది. యూనిట్ ఏర్పాటుకు సంబంధించిన డాక్యుమెంట్లను లబ్ధిదారులు బ్యాంకుకు సమర్పించిన వెంటనే, రాయితీ మరియు బ్యాంకు రుణం మొత్తం జమ చేస్తారు.

**No Need for Beneficiary to Pay Money**
• 50% subsidy on unit cost, remaining amount as bank loan – Guidelines for BC and EWS Self-Employment Loans by the Government
This is a key decision made by the state government to eradicate poverty in backward classes and economically weaker sections. The process of granting self-employment subsidy loans to the poor in these communities has been simplified and accelerated.
For the year 2024-25, the government has allocated ₹896 crores for BCs and ₹384 crores for EWS communities in the budget. The funds will be distributed according to the population of these communities in each district. Senior officials have sent the guidelines for the scheme and instructed that applications from eligible candidates should be received within a week. A total of 1.30 lakh BCs and 59,000 EWS beneficiaries are expected to benefit from this subsidy scheme.
**No Need for Beneficiary to Pay Money**
In the past, those selected under the subsidy loan scheme were required to contribute a certain amount as their share. Afterward, a portion of the subsidy was provided by the government, and the remaining amount was given as a bank loan. However, in the new guidelines, this "beneficiary share" has been eliminated. The government will provide a 50% subsidy for unit establishment costs, and the remaining amount will be provided as a bank loan.
This time, to ensure proper implementation of the scheme, the units will be geo-tagged. Monitoring teams will be set up at the district level to ensure the program is implemented effectively, whether the units are grounded or not.
**Special Web Portal for Receiving Applications**
For receiving applications from eligible candidates for the self-employment subsidy loan schemes, the government has developed an online portal called "Beneficiary Monitoring and Management System" (OBMMS). Applications can be submitted through village and ward secretariats, or online. The responsibility for beneficiary selection has been assigned to MPDOs or Municipal Commissioners.
**Subsidy Amount Deposited in Banks**
Once the beneficiaries are selected, the subsidy amount will be deposited by the government into the respective banks. As soon as the beneficiaries submit the documents for unit establishment to the banks, the full subsidy and bank loan amount will be transferred.
**Eligibility Criteria**
This scheme is intended for those below the poverty line.
